tiimeline showing project in concept phase

Current Activities

Preliminary engineering plans are being prepared for sidewalk and drainage improvements between Kingsland Court and Peeler Road.

The City’s 5-year capital budget includes funding from the Special Purpose Local Option Sales Tax (SPLOST) to design and construct sidewalk from Kingsland Court south to Peeler Road on the west side of Happy Hollow Road.  This would link two existing short sidewalk segments.   Construction is projected to begin in 2027 with repaving of all of Happy Hollow Road planned in 2028.

The long-term goal  of this project is to complete the sidewalk on the west side of Happy Hollow Road consistent with the city’s goal of having sidewalks on both sides of all collector/arterial roads.  Currently there are two short unconnected segments of sidewalk on the west side of the road.

The proposed concept design includes a 6-foot wide concrete sidewalk on the west side of Happy Hollow Road separated from vehicles with a 2-ft to 4-ft grass buffer. The design also includes 4-foot bike lanes in both directions. For more than half the project length, the existing pavement is wide enough to accommodate the bike lanes by narrowing the travel lanes to 10 feet. In areas where the existing pavement is not wide enough for the bike lanes, the pavement would be widened on the west side of the road with some minor adjustment of the curb on the east side. (New curbing is indicated by the thick green line on the concept plan.) The proposed improvements are contained within the existing public right of way with the exception of two properties where a sliver of additional right of way is needed for the sidewalk and two locations where permanent easements are needed for storm drain pipes. Temporary construction easements will be necessary at several locations (easement areas are indicated by the darker green and yellow hatched areas on the concept plan).
