The Planning and Zoning division of the Community Development Department is responsible for working with many aspects of the City, including the development community, citizens, boards, commissions and elected officials. Our division manages existing planning and zoning, long-range planning, land and building development, and permitting. The division staffs three different boards that are integral to the planning and zoning process: the Zoning Board of Appeals, Community Council, and Planning Commission, each comprised of seven members. The Zoning Board of Appeals is responsible for hearing applications for Administrative Appeals, Special Exceptions, and all Variances. Applications for Rezonings and Text Amendments are heard by the Community Council and Planning Commission, who provide a non-binding recommendation to the Mayor & Council for approval, approval with conditions, or denial. Any applications for a Special Land Use Permit are heard by the Planning Commission before going in front of the Mayor & Council.

All applications for text and map amendments and special land use permits must be preceded by a pre-application conference (Conceptual Review) with City staff. The purpose of these meetings is to establish an expectation on the part of both staff and the applicant early on in the amendment process --helping to ensure a clear understanding of the process ahead and a greater likelihood of positive results in the end.
